Jesse Gause is a new member and a newly called member of the First Presidency. Section 81 is written to him, but his name is later stricken off and another is put in his place. Jesse was given this revelation and later excommunicated, so the passages were given to his successor, and really to anybody in that capacity...a big change for Church culture at the time. We also get the unpublished revelation on paper.
