Why liberation is recognition, not an achievement. This verse tells us that spiritual realization is not the creation of a new state. It is the recognition of what has always been true. The individual is not separate from the Whole. At first this sounds difficult to accept. We experience ourselves as a body, a mind, a personality, and feel small in a vast universe. But who is this "I" that knows the body? Experiences change continuously, yet the awareness that knows them remains the same. Just as countless waves arise from one ocean, countless experiences arise within one consciousness. The problem is not that we are separate. It is that we imagine ourselves to be separate. Think of a necklace that has always been around your neck. You search everywhere for it. Someone gently says, touch your neck. In that moment you do not acquire the necklace. You recognize it was never absent. This is Pratyabhijna. You do not become Shiva. You recognize that the light by which you have always known every experience is Shiva consciousness itself.
