Its designated purpose is the regulation of observation, a function never fully defined, but enacted through irregular cycles in which a dense orange mist seeps from beneath its outer spans, rolling across nearby streets and plazas. The mist behaves less like fog and more like fluid ink, thickening around movement and distorting sightlines before thinning without residue, and surveillance shows it responding selectively, pooling near observers and dispersing where attention fades.
