Currently Playing: This NEW Change Made The Worst Special Action Actually Good… Which Shoto is BEST in Ultra Rumble

Phosphor Shoto is the new character added in Season 19 the 3rd anniversary of My Hero Ultra Rumble. Now that he’s been out for some time I wanted to ask all of you your thoughts on him in the current meta as well as which Shoto Todoroki do you think is best currently. Strike and Tech Todoroki both got some recent adjustments with the big one being a change to the special action upping its damage making it actually useful finally. Outside of that each Shoto brings some huge strengths to the table. Phosphor Shoto has incredible movement, high damaging combos and numerous stuns. Strike Shoto boasts very high damage with great movement for a ground character, while Tech Shoto has incredible area control. All 3 are truly amazing characters in Ultra Rumble. With that being said I hope you enjoy the chaotic matches with the new and old Shoto Todoroki.
