Batman has one of the richest collections of villains in all of comics and he didn’t build it alone. Over the years, Gotham has subtly absorbed enemies from across the DC Universe, repurposing them, reshaping them, and sometimes improving them. And a great example of this is Tobias Whale. Originally introduced as a grounded, brutally plausible antagonist for Black Lightning in the late 1970s, Tobias Whale was born out of real-world anxieties about organised crime, inner-city neglect, and systemic corruption. He wasn’t a costumed lunatic or a sci-fi monstrosity. He was a businessman. A strategist. Someone who understood power better than the people meant to stop him. In this video, I trace Tobias Whale’s origins before examining how Beware The Batman reimagined him as one of Gotham’s most effective unseen threats.
