During his rule between 1897 and 1910, Lueger greatly modernised the Austrian Capital, turning it into a truly European Metropolis. Many of his achievements can be felt to this day and are part of what make Vienna so livable today. But he was also political demagogue, who understood who to exploit uncertainty and fear for his own political gain. He rallied against Jews, who he accused of being responsible for the excesses of capitalism and portrayed himself as a messiah who would maintain the Christian character of the city.
