Why did Finland refuse Stalin’s territorial demands in 1939, even after the Soviet Union had helped Nazi Germany destroy Poland? In October 1939, Joseph Stalin demanded that Finland surrender strategic territory, move its border farther from Leningrad, dismantle fortifications, and allow a Soviet naval base on the Hanko Peninsula. In exchange, the USSR offered Finland a much larger area of Soviet Karelia. But Finnish leaders feared that accepting these demands would leave their country unable to defend its independence. After watching Estonia, Latvia, and Lithuania accept Soviet military bases, Finland refused to surrender its most important defensive positions. The result was a confrontation that would soon lead to the Winter War of 1939–1940, when the Red Army invaded Finland. Despite overwhelming Soviet superiority, Finnish resistance helped prevent the complete occupation of the country. Meanwhile, Hitler was preparing for war against France and Britain. But why did he believe his pact with Stalin gave him only a limited opportunity to attack in the West?
