Unlike most of House’s other Securitrons, who police new vegas, Victor was designed to travel a much greater distance. Because House’s control over his Securitrons weakens the further away they are from the Lucky 38, Victor was fitted with his own personality matrix. That bit of independence let him carry out his duties beyond Houses’ reach. By Victor’s own account he’s been living in the quiet town of Goodsprings since at least 2266, though he can’t remember much from before then. That little detail suggests he might have been part of an early scouting effort, sent by House long before the New California Republic arrived at Hoover Dam in 2274 and before the Strip became what it is today. Locals in Goodsprings know Victor well enough, but not everyone trusts him. Trudy, for example [the bartender at The Prospectors Saloon] remembers that Victor’s shack — the one with the Pre-War flag hanging outside — once belonged to someone else, though no one can remember who that person was. During the seven years Trudy’s lived in Goodsprings she’s never seen anyone live there, only Victor, and she doesn’t really trust him. To her, Victor’s cheerful cowboy routine feels like an act. He doesn’t do much for the townsfolk either, just rolls through town now and then, watching. Always watching.
