Well, Konami did so in 2007 with Silent Hill: The Arcade. A rails shooter developed by Konami. In a timeframe well past the hayday of the arcade rails shooter, or the arcade in general. Now, it's not like other horror franchises didn't experiment with the rails shooter. You had arcade staples like The House of the Dead. Capcom would experiment with the genre on consoles for Resident Evil. But a rails shooter for Silent Hill? A coin muncher at the arcade? It's the polar opposite of what Silent Hill is as a psychological horror series. That said, Silent Hill: The Arcade is a fun experience. I mean, it's an arcade rail shooter. You can't go wrong with it. There always a fun way to kill an hour or so. But where you can go wrong is using an IP that has no business as a rails shooter. Then again, this is Konami. It's hard to keep track of the many bonehead and bizarre decisions they have made over the years, Silent Hill or Otherwise. This is but another one to the list. And even before this arcade rails shooter, they had plans for one earlier in the series timeline. But we're getting heading of ourselves here.
