The idea with him is that his gameplay is similar to Sonic's BUT he's got his arm cannon from Sonic Battle, so his level would be the cannon puzzles from his and Eggman's SA2 mech stages. The story here is that Tails hears the commotion just as Eggman is fleeing (after boasting about a new invention that will end Sonic for real), and flies over on the Tornado to meet with Sonic. They discuss what to do next, and Tails thinks it's a good idea to break into Eggman's base and try to find out what this new invention entails.
