They CAN be scary, but to me, the subtle creepiness of a background scare is unmatched. They tend to serve up more than a quick jolt, and instead create a constant sense of dread. In fact, great background scares generally lead to effective jump scares. They create a 4th wall break of sorts, showing us the voyeuristic qualities of the antagonist lurking in the background. It's like Hitchcock's bomb. We now know that something is there, and thus every scene going forward is full of tension.
