Tons of intercept messages

Currently Playing: Intercept messages: international messages. "We regret that there is currently congestion..."

TONS OF RECORDINGS: INTERCEPT MESSAGES. "We're sorry..." An intercept message is a telephone recording informing the caller that the call cannot be completed. Announcement: "We regret that there is currently congestion in the overseas network or that the number you have dialed is busy. Please try again later. 03 CA 31" Repeated twice. The 03 CA 31 code means that a Release message type (03) was generated with a "No circuit/channel available" cause code (31) by the switch that first detected the failure. The nature of the CA part is unclear. Volume normalized to -6 dB.
