In the United States, very few people have built a DIY submarine. Only a few dozen in fact exist. We're not talking about "cartel subs", those are technically semi-submersibles and don't fully go underwater. Those subs are also diesel powered, and made for oceans. This is an electric submarine and made for freshwater lakes.
