Context: In this bodycam criminal law breakdown, we analyze the Connecticut case involving Electra Chiulli, a 33-year-old Old Saybrook woman accused of turning a traffic stop and warrant arrest into a major felony case. According to Connecticut State Police, troopers first observed a black Subaru Legacy on Route 2 in Bozrah with no front plate and failing to maintain lane. After learning the registered owner had an active warrant connected to a prior police pursuit, troopers followed the Subaru to a Route 97 gas station in Norwich and attempted to box the vehicle in. What happened next is where the legal analysis gets serious. Police say Chiulli refused to exit, officers breached a rear window, and she then rammed a State Police cruiser, backed into a fuel pump, rammed a second cruiser, fled onto I-395 North, crashed near Strand Road in Lisbon, ran on foot, and was later found under a deck with help from a K-9 team.
