Grant had grown determined to root out the corruption plaguing his administration. With the nation still reeling from the Panic of 1873 and public trust at a low point, Grant appointed reformer Benjamin Bristow to expose fraud and bring corrupt officials to justice, no matter how powerful they were. What followed became one of the greatest tests of Grant's presidency. As Bristow's investigations uncovered scandal after scandal, the trail eventually led to one of the president's closest confidants, Orville E. Babcock. This forced Grant to choose between loyalty to a lifelong friend and his promise to clean up the government.
