The Empire spent two decades and a measurable fraction of its entire military budget building the largest object in the history of war. Grand Admiral Thrawn's argument is that it was never a weapon at all. In this briefing Thrawn puts the Death Star programme through an autopsy that begins long before Yavin. The design was born in 29 BBY in the mind of a private engineer who believed it was impractical, and was overruled at the first step by a man whose only qualification was enthusiasm. No requirement was ever written. No review stage exists in the record. The object came first, and the Empire spent twenty years looking for a war to justify it. He examines the Tarkin Doctrine on its own terms and grades it as a deterrent by a deterrent's two duties: to be believed, and to survive. He looks at what Alderaan actually purchased. He reads the enemy's own assessment of the station, which records that it was designed "without regard to starfighter-scale opponents." And he asks the question he finds genuinely damning, why the flaw that destroyed it was found by enemy analysts in a jungle rather than by any of the thousands of engineers the Empire employed. The answer is in what the Empire did to its own chief designer, and what that did to him.
