The action of the opera takes place in Naples and tells the story of the cynical Don Alfonso who convinces the officers Ferrando and Guglielmo that no women can be trusted. This is hotly denied by the two young men, who declare that the objects of their own love Fiordiligi and her sister Dorabelle are bayond all possible reproach, and they are ready to dispute Don Alfonso's insinuation at the point of a sword. He, however, refuses to take things so seriously and proposes instead a wager. If they undertake to do all that he tells them and not give the game away to the ladies, he will undertake to demonstrate their infidelity that very day. The men accept the wager and agree, under heavy disguise, to woo the sisters and prove their fidelity. They are surprised when, after an initial violent resistance, the girls begin to succumb to their advances and are not consoled when Don Alfonso points out that after all women themselves are not to blame, but those who have not learn this important truth: women always act so: cosi fan tutte (so do all - feminine). Realising that they have lost the wager Ferrando and Guglielmo discard their disguises and, following Don Alfonso's advice, the lovers forgive one another and celebrate the victory of reason over passion.
